Columbia River Salmon Flow Measures Options Analysis/EIS, SEIS, and System Operation Review

Client: Army Corp of Engineers, Walla Walla District

Project Description:  Karen Kuzis and Domoni Glass evaluated potential effects of proposed Columbia and Snake River reservoir drawdown options on resident fish populations including white sturgeon and bull trout. The options focused on providing additional flow to the river during the period of juvenile salmon out migration. Evaluations required integration with water quality, sedimentation, hydrology and wildlife specialists in order to address interaction between resources. Karen and Domoni completed the Environmental Impact Statement sections regarding resident fish

Columbia River Dredging and Beneficial Use of Dredge Material EA and 404(b)(1) Evaluation

Client: Army Corp of Engineers, Walla Walla District

Project Description:  Domoni Glass coordinated a multidisciplinary program to complete the Environmental Assessment, Biological Evaluations for endangered species, and 404(b)(1) evaluations for a dredging project in the Columbia and Snake Rivers. Project involved dredging port facilities on the Columbia River and using the dredge material to construct artificial islands to provide wetland habitat and shallow riverine habitat. Domoni aided in development of habitat enhancement project on artificial islands in the Columbia River

Development of Headwaters Habitat Conservation Plan, Watershed Analysis Manual

Client: Pacific Lumber Company

Project Description:  In March 1999 Pacific Lumber Company (PALCO) signed a Habitat Conservation Plan (Headwaters HCP) for 200,000 acres of timberland on the northern California coast, with National Marine Fisheries Service, U.S. Fish and Wild life Service and California Fish and Game. WPN was contracted to develop a watershed analysis manual to outline the analysis procedures that would be used. Due to the high profile and contentious nature of this project there was extensive public participation and scoping. A WPN team worked collaboratively with agencies, Timber Company and the public, and helped develop a decision-making structure and management strategy designed to ensure effective communications and to facilitate a potentially difficult technical process. In addition, the WPN team provided technical expertise in developing the manual, leading the public input process, providing technical facilitation services and project coordination

Manager, Kelso-Beaver Natural Gas Pipeline Project

Client: Ebasco Environmental

Project Description:  Domoni Glass served as project manager for an interdisciplinary interstate gas pipeline project in Oregon and Washington. She evaluated project effects and completed an Environmental Report summarizing project effects, a Biological Assessment in compliance with the Endangered Species Act, an erosion and sediment control plan, a cultural resource report, and the EA (which was adopted by FERC) as well as numerous other documents to complete the permitting process. Domoni consulted and coordinated with Federal, state, and local regulatory agencies to identify issues associated with the project and to develop appropriate and reasonable mitigation for project effects

Secesh Meadows Biological Assessment

Client: Private Landowner

Project Description:  Karen Kuzis produced a combined Biological Assessment/ Evaluation to evaluate potential impacts of wetland fill on chinook salmon, bull trout, cutthroat trout, bald eagle, and gray wolf. The completed BA was used to support an ‘after-the-fact’ wetland fill application to the Army Corp of Engineers
