Project Description: Joanne Richter developed and managed the highly regarded City of Olympia’s Water Resources Program from 1990 to 1996. This comprehensive program included drainage basin planning, capital facilities planning and implementation, policy development, code enforcement, and public involvement and education components. Responsibilities included supervision of a staff of ten professionals; preparation of an annual work program and tracking of a $2.5 million budget for the City’s Storm and Surface Water Utility; development and oversight of a $900,000 annual capital facilities program; planning and preparation of a Wellhead Protection Plan, a Water Conservation Plan, and a Water Comprehensive Plan for the City; and regional and state-wide coordination on water resources related issues.

Project Description: Joanne Richter coordinated an interjurisdictional effort to develop a Drainage Design and Erosion Control Manual that would apply to new and existing development in Thurston County and the Cities of Olympia, Lacey, and Tumwater. This design manual was unique in that it was jointly adopted by four local jurisdictions, thus ensuring consistent application of drainage and erosion control standards throughout the urbanizing areas of Thurston County, Washington. The Manual was also one of the firsts to be approved by the Washington Department of Ecology as being substantially equivalent to their Stormwater Management Manual for the Puget Sound Basin.

Project Description: Joanne Richter managed the development and implementation of three comprehensive drainage basin plans in cooperation with Thurston County and the Cities of Lacey and Tumwater. These plans evaluated basin characteristics such as topography, soils, land use, stream hydrology, fish and wildlife, and water quality; analyzed problems related to flooding, habitat, and water quality; and recommended structural and nonstructural projects and programs to address identified problems in the three urban and urbanizing drainage basins.
Client: City of Bellingham, Washington
Project Description: Karen F. Welch and Joanne Greenberg, as subconsultants to HDR, modeled stormwater flow for 5 subbasins in Bellingham as part of the Comprehensive Stormwater Management Plan. Field inventories were performed, network calculations made and stormwater design flows were modeled using “Waterworks” software.
